RFT0589 Provision of Economics, Regulation and Pricing

This panel contract enables Power and Water Corporation (PWC) to procure specialist economics, regulation and pricing advisory services to support its regulated and semi-regulated electricity, water, sewerage and gas portfolios across the Northern Territory.

The panel has been established to address increasing regulatory complexity, support major reform initiatives (including NTESMO and potential expansion of economic regulation), and replace fragmented, ad hoc engagements with a structured, strategic partnership model.

Through this panel, PWC will engage suitably qualified providers to deliver high-quality, regulator-ready outputs, strengthen compliance and performance outcomes, and provide surge capacity during peak regulatory periods. The arrangement also supports capability uplift within PWC through structured knowledge transfer, improved systems and processes, and consistent delivery approaches.

All services are expected to be delivered in alignment with regulatory obligations, internal governance frameworks, and confidentiality requirements, ensuring integrity of the procurement process and value for the Territory.

The panel operates under a two-tier model, enabling both:

Tier 1 – Prime Integrator: Deloitte SRT is responsible for regulatory calendar management, coordination and packaging of regulatory submissions, stakeholder logistics, quality assurance, cross-workstream coordination, and strategic or ad-hoc advisory tasks.

Tier 2 – Specialist Regulatory Providers: CEPA/Frontier Economics are responsible for specialist regulatory modules and targeted technical support, including quantity forecasts, pricing proposals, RIN support, financial modelling, expert opinions, and other ad-hoc specialist regulatory tasks.
