Negotiated Embedded Generation Technical Requirements Specification (greater than 30kVA, less than or equal to 2000kVA)

Power and Water has published the updated Negotiated Embedded Generation Connection Technical Requirements Specification - greater than 30kVA, less than or equal to 2000kVA.

The draft Specification was part of our consultation with stakeholders, particularly installers and equipment manufacturers and suppliers.

The updated standard provides installers and owners of embedded generation - such as rooftop solar, home batteries and inverters - with the key technical specifications and information about their obligations to connect and interface with the power network.

Stakeholders were asked to review the draft document, make comments and ask questions for us to consider and address.

Key changes

The Negotiated Embedded Generation Connection Technical Requirements Specification (greater than 30kVA, less than or equal to 2000kVA) updates include:

  • Combining 30kVA to 200kVA and 200kVA to 2000kVA into a single standard for all LV connected systems
  • Simplified inverter and protection settings to align with AS/NZS 4777.2:2020
  • Expressing export limits in kW.

What this means

These changes apply to all new inverters and have impacts for:

  • Installers: changes are required to the installation process to ensure installed inverters are compliant.
  • Equipment manufacturers: your products are required to be compliant with AS4777.2 2020 and Clean Energy Council (CEC) approved.
  • New embedded generator customers: such as new rooftop solar or household batteries -  your installer and equipment manufacturer need to abide by this specification.
  • Existing embedded generator customers: Power and Water may need to work with your installer to update the inverter connection to achieve compliance.

Our consultation plan

Engaging with our stakeholders is important and consultation is a key part of this process. We wanted to gather and incorporate feedback into the draft standard. As part of our consultations, we:

  • Published materials online and gathered feedback. This initial stage of consultation closed on 8 November 2023.
  • Sent updates to installers, equipment manufacturers and suppliers via email.
  • Hosted a consultation forum with installers, equipment manufacturers and suppliers on 1 November 2023, at the Darwin Innovation Hub , Level 1, 48-50 Smith Street Mall, Darwin. Participation at this forum was also available on-line.

Following the incorporation of feedback, the updated specification was published and came into effect on 12 December 2023.

Background

Power and Water’s previous Embedded Generation Standards divided systems into three categories that applied to both residential and commercial customers:

  • Basic (under 30kVA)
  • Negotiated (30kVa – 200kVA)
  • Large Embedded Generation 200kVA – 2MW

The Embedded Generation Standard for basic connections (under 30kV) was reviewed and updated and released in June 2023. The Embedded Generation Standard for negotiated connections (30kVa – 200kVA) was last updated in 2020.

Our embedded generation standards review and consultation process ensures current best practice is applied to the new Negotiated Embedded Generation Technical Specification (30kVA - 2000kVA).
