Water and Sewerage Network Capital Contributions
All new building developments place an increased load on existing water and sewerage systems and developers are required to contribute towards the costs of extending and upgrading water and sewerage networks.
The current Capital Contributions pricing levy for developers to connect to the water and sewerage networks was introduced in 1996.
The 1996 levies only recover about half of the true cost of developer capital works with the remainder subsidised by the general community via water and sewerage service tariffs.
The new proposed capital contribution supplement aims to better reflect capital works costs associated with developers involved in development activity and provide a simplified, transparent framework to minimise the impact on other network users.
Power and Water is consulting with development industry stakeholders April to August 2018 to consider feedback in formalising the new framework for implementation in the second half of 2018.

Power and Water wants to hear from Northern Territory industry stakeholders about the proposed Water and Sewerage Capital Contributions Supplement. This feedback will assist Power and Water to address the inequities of the current Water and Sewerage System Extension Policy and implement a transparent and cost reflective framework to minimise the impact of development activity on other network users.
All industry stakeholders are invited to make written submissions and take part in upcoming engagement and information sessions to be undertaken by the Water Services Division of Power and Water.
The Water Services Division will meet with peak bodies and hold public information sessions to discuss water and sewerage capital contributions.
The new capital contribution policy aims to better reflect capital works costs associated with developers involved in development activity and reduce the cross-subsidy provided by existing customers.
