This fact sheet outlines the procedural requirements for developers to connect into existing Power and Water sewer assets. Clarifying roles and responsibilities between Power and Water and the developer’s contractor will minimise safety risks to on site contractors and improve the delivery of sewer connections for developments

Note that only authorised Power and Water personnel and authorised Power and Water contractors are permitted to undertake all physical access and works on existing live assets. At no stage shall any other persons carry out work on Power and Water infrastructure.

For all connections to existing sewer reticulation mains, Power and Water will install isolation devices. A double isolation system may be installed where required. Multiple isolations may be required for large developments such as land subdivisions with a number of sewer mains. The developer shall ensure an isolation map identifies all isolations, including isolations installed by the developer’s contractor. The developer has full responsibility for isolations installed by their contractors and shall be clearly tagged with the contractor’s contact information.

Once the isolation is installed and secured, and under instruction from Power and Water, the developer is permitted to make a physical connection. Any physical works or modifications required to make a new connection will be quoted by Power and Water and is at the developer’s expense. Power and Water is to remove isolations after the successful handover and commissioning of the new Power and Water gifted asset. Any isolation devices installed during construction shall be removed prior to the commissioning of new Power and Water gifted assets.

For all connections to existing sewer trunk mains, a physical gap between the proposed development works and the existing Power and Water sewer asset is required. The physical connection is to be completed by Power and Water at the developer’s expense, after the successful handover and commissioning of the new Power and Water gifted asset. Any physical works or modifications required to make connection (such as core-drill and re-benching of maintenance hole) will also be quoted by Power and Water and is at the developer’s expense. Where required, the hydraulic consultant is to liaise with Power and Water to document the methodology for live connections. Generally, the methodology is detailed in the design drawings and in a construction methodology report.
