How much will the Stage 2 upgrade of the Ben Hammond Complex cost? The upgrade has been factored into Power and Water’s capital works.
Will my Power and Water bill increase to cover the cost of the upgrade? No.
Why is Power and Water undertaking the upgrade of the Ben Hammond Complex? Power and Water is undertaking Stage Two of the Ben Hammond Upgrade to meet legislative occupational health and safety requirements for employees, contractors and suppliers and to meet the changing operational requirements.
What work happened in Stage 1 Stage One involved the refurbishment of the main work shed.
What work is going to happen in Stage 2 Stage Two will involve upgrading the power, water and sewerage, fire water mains, demolition of three buildings and construction of two new buildings.
Is there a Stage 3? It is envisaged that there may be additional works undertaken over the next five to 10 years.
Will any Power and Water service be interrupted because of the upgrade?

Services will not be interrupted during the upgrade.

The Complex is currently zoned R2 (residential) and under the proposed NT Planning Scheme it is proposed to be zoned as SU (Specific Use). How would Power and Water apply specific use zoning apply to the depot site?

Power and Water will be able to continue their current operations, and could lodge development applications for offices, workshops and storage facilities.

Is Power and Water going to be moved because of the current and proposed rezoning? No. The NT Government has recognised the commitment of Power and Water to upgrade the facilities on this site. We expect to obtain the necessary approvals to formalise the existing use of the site.
How will Power and Water manage construction?

Power and Water will manage noise and other environmental factors in accordance with the Environmental Management Plan. Associated works include the upgrade of underground services, which involves rock excavation.
Power and Water will manage the removal of Asbestos Containing Materials from existing buildings in the Ben Hammond Complex in accordance with the project specific Asbestos Removal Management Plan. This will be performed by a licensed contractor registered under Northern Territory legislation, following the:

  • National Code of Practice for the Safe Removal of Asbestos;
  • Exposure Standards for Atmospheric Contaminants in the Occupational Environment; and
  • NT WorkSafe permit.
Will I be exposed to asbestos when it is removed and transported?

No, the removal of all Asbestos Containing Material will be undertaken by a licensed contractor registered under Northern Territory legislation, following the:

  • National Code of Practice for the Safe Removal of Asbestos;
  • Exposure Standards for Atmospheric Contaminants in the Occupational Environment; and
  • NT WorkSafe permit

Air quality monitoring will be performed by an industrial hygienist on a daily basis in accordance with this legislation. Asbestos Containing Materials will be transported to Shoal Bay Land Fill in accordance with this legislation and Environment Protection Agency requirements. Asbestos Containing Material’s will be transported in sealed containers along routes determined in conjunction with NT WorkSafe. There will be one truck a day on average.

How long will the upgrade take? The design stage was completed in October 2006 with construction starting in November 2006 and completed by early 2008.
What impacts will be caused by the upgrade? There will be noise, dust and possibly vibration impacts, however this will be monitored under a Construction Environmental Management Plan and regular environmental audits will be undertaken.
During what hours will the upgrade take place?

Construction will take place under the Waste and Pollution Control Act and Workhealth Regulations, it is expected that based on this legislation and regulations work will take place:

Monday to Friday 7:00am until 5:00pm; and

Saturday 7:00am until 1:00pm.
