Introduction

Power and Water Corporation is currently redeveloping the Ben Hammond Complex (BHC) on Iliffe Street in Stuart Park. The aim of the redevelopment is to meet the long term needs of Power and Water including staffing requirements, operational functions, staff and public safety (including compliance with building control standards) and environmental standards.

Stage 1 of the upgrade was completed in April 2005, and Stage 2 construction works were commenced in October 2006.

Redevelopment Background

Power and Water is redeveloping the Ben Hammond Complex in line with the 10-year Master Plan, which was developed for the site following a commitment by the NT Government that Power and Water could continue to operate from the BHC site for the foreseeable future. The redevelopment works will be staged in accordance with available funding, with priority given to Power and Water’s obligations with respect to the safety and health of its employees, the public, and the environment.

Project Update October 2007

Completed Works

The following construction works associated with Stage 2 of the Ben Hammond Complex redevelopment, have now been completed:

• Fit-out of the Main Workshop;
• Installation of new Fire Main and underground services;
• Removal of disused underground fuel and oil tanks;
• Demolition of redundant buildings (including asbestos removal);
• Refurbishment of the Standby Generator Building and associated fuel installation (including removal of asbestos); and
• Various minor civil works such as repair of drains and kerbing, and removal of redundant building pads and fencing.

Current and Future Stage 2 Works

The following Stage 2 works are either currently being undertaken, or are due to commence within the next month:

• Refurbishment of the Remote Operation Storage Shed (including asbestos removal);
• Construction of new Transformer Oil Filter facility;
• Construction of new underground stormwater system;
• New landscaping around main entrance and Stores Shed;
• Construction of new office and workshop buildings;
• Extensive civil works in the vicinity of the new buildings including regrading and resurfacing of roadways, hardstands and car parks, upgrade of the stormwater system, and new landscaping
• Construction of a new Customer Service Centre (to be located in the building adjacent to the main entrance)

As per the Waste and Pollution Control Act and Workhealth Regulations, construction works will ordinarily take place:

• Monday to Friday 7:00am to 5:00pm; and
• Saturday 7:00am to 1:00pm.

Potential Impacts and Management

Power and Water has identified a number of construction tasks that may impact local residents and businesses, including noise, dust and possibly vibration impacts from excavation works, however this will be monitored and managed under Power and Water’s Safety and Environmental Management Plan for the project.

Power and Water has made a commitment to ensure all stakeholders are kept regularly updated on progress of these redevelopment works via this web site and regular letters to local residents and businesses.

Stage 2 Project Timeframes

Power and Water estimates that construction works associated with Stage 2 of the Ben Hammond Complex redevelopment will be completed by mid 2009.
